Jan 16, 2012 - basically the idea is that if an alien civilization is sending out a signal somewhere in the billions of ghz they'd use something that is universal, like the frequency of hydrogen times pi which is the lines in a hydrogen atom times the ratio of the circumference to diameter of a circle. ok tl;dr hydrogen times pi results in a universal quantity no matter the base (base 7, 8, math etc) you use.
